[UA-EAI] WhatWG issue regarding <input type="email"> is open (#4562)

Update on WhatWG issue /Validating internationalized mail addresses in 
<input type="email">/ #4562 <https://github.com/whatwg/html/issues/4562>:

Addison Phillips has posted Pull Request #5799 /Fix #4562: add support 
for internationalized email addresses/

To summarise the pull request, it appears to give new ABNF — which is 
not ASCII-limited and which is permissive of internationalized email 
addresses — for the "email" syntax in <input type="email">, and to 
delete the note about regular expression which is ASCII-limited. It 
appears to retain the current "email" type, instead of creating a new 
type like "eaimail".

What does this mean for us? I'm not familiar with the WhatWG review 
process. From looking at the PR boilerplate, which has blank spaces 
labelled "At least two implementers are interested (and none opposed)", 
and "Implementation bugs are filed", the advocacy work which the EAI WG 
is attempting is still very necessary. It seems to me that the 
contribution of this PR is that it moves the discussion from agreeing in 
principle to discussing a specific proposal.
