[UA-EAI] Please review the SOW (revised)

Dear UA-EAI WG members,

Please review the latest version of SOW<https://docs.google.com/document/d/1DPtWQ903VBWpmv9GZbm2mqxeIFltfxGi/edit> for the FY24 Action Item E2.1 [Make it easier to experiment with a self-hosted working EAI system].
The document was edited by Arnt and Sarmad; the areas of potential conflict of interest were eliminated, only included open-sourced softwares, clarified open-ended conditions and defined the scope be only related to EAI. This SOW was made for the incoming proposals to be easily compared and evaluated.
