[UA-EAI] Call for Proposals for EAI Work Item: Make it easier to experiment with self-hosted working EAI systems

Really nice SOW from the EAI team.

I am already working on another SOW, so I won't bid on this, but 
hopefully a contractor picks this up as soon as possible.
