The apostrophe is disallowed by the IDNABIS protocol and cannot appear
in an IDN in any regard, whatsoever. If there is some writing system to
which it is essential, its unavailability nonetheless provides a good
illustration of the simple fact that the DNS was not designed to be a
vehicle for the full orthographic detail of the languages that labels
are intended to reflect.
