[WP1] Sentence on relationship of adding AOC reviews to bylaws and the AOC

Steve — please take  a few minutes to read our proposal (attached, starting at page 10).   You’ll see on page 12 where we empower the ATRT to sunset or create other reviews.

Speaking for myself, not necessarily officially on behalf of the full Board, but nonetheless from my perspective as chair, I don’t have any fundamental problem with this idea, but please make sure there is a path for evolving these reviews over time.  There are four very specific AoC reviews:

o Accountability and Transparency

o Security, Stability and Resiliency

o Whois Policy

o Competition, Choice and Consumer Trust

It is likely some of these will remain relevant but others main become stale or need evolution.

How about something like:

 The AOC based reviews are being added to the ICANN bylaws as part of the IANA Stewardship process with the hope that once adopted as fundamental bylaws, ICANN and the NTIA would be able to mutually agree that the AOC had been superseded and was no longer necessary.
