Roelof, all:

My brief answer would be: because the lawyers are still learning about
icann, it was not clear on that call that their analysis plus our knowledge
had yet merged to the point there was a concrete proposal.

Hopefully this is a main point for discussion on Tuesday's long scheduled
meeting - can you be there?
