[WP1] Updated text - removal of individual ICANN Directors

Hi all

I took Alan's paper circulated at 05h08 UTC today (22 July) and have had a
go at re-writing it. This is to try and give more shape to what I thought
we had agreed in Paris.

Please see the attached - the one marked CLEAN after the date has no mark
up showing; the mark up shows my editing on top of Alan's.

This doc for the discussion on the WP1 call at 1900* please, staff.*
