[WP1] Draft text - Intro section for Community Powers

Hi all

As noted, I had a task to draft an introduction to the newly separate section about community powers.

This is attached. I’ve included in it, for consideration, some info about the “how” the powers are exercised - the petition, discussion and decision phases. I figure with these we can make each sub-section detailing each power a bit shorter, with a bit less repetition.

For discussion at our WP1 call on the 27th, and for online discussion whenever you choose!
