[WP1] Updated Budget Paper - see attached - for WP1 on 27 July

Thanks a lot Jordan. We'll need support from Xplane to make this easier 
to grasp.

In line with previous comments, I would suggest the following definition 
for IANA Budget.

The separate IANA Budget will include :
- PTI direct costs
- Cost of shared services between Icann and PTI
- Cost of support functions such as HR or Finance provided by Icann to PTI
- transparency regarding any contract between PTI and Icann

The rationale for this level of detail is that IANA costs will be split 
between direct costs (such as dedicated staff or hardware), costs of 
services that are shared between Icann and PTI (such as audits or some 
hardware / software), and the cost of Icann services billed by Icann to 
its subsidiary.

Each of these categories might play a significant role in the IANA 
budget. To get a full understanding of the non direct costs, it is 
necessary to assess how Icann is allocating costs to PTI. This will be 
described in contracts between ICANN and PTI, which should be disclosed 
in order to enable the community to check whether this allocation of 
costs is fair and reasonable.
