[WP1] Revised draft - Voting weights in community mechanism

Thanks Jordan.  Perhaps for the public comment doc we should include a 
mention in a footnote as to why the other SO/ACs are not listed in the 
table?  Or should we list them in the table for completeness and 
footnote where the discussions are with those ACs as best we can at this 
stage?
