[WP1] Draft Summary for CCWG call - pls review by 0900 UTC

Dear WP1 participants

Please find attached as promised my summary of the key / open issues for us
to draw the CCWG's attention to on the call at 12h UTC.

I would be grateful for your review and comments before 0900 UTC on the
28th (about 10.5 hrs from now), so I can update and send to CCWG for their
info.

[This issue summary is designed to highlight the latest points/changes - it
is NOT designed to be a summary of the content of the papers.]

My intention is to redraft / redline documents along these lines for the
CCWG to review and more importantly, to circulate for our WP1 call on 28th
at 19h to finalise/consider. Those docs should all be available to you by
0900 - hopefully a little earlier.
