[WP1] Voting Thresholds

I think we need to use a different word for "non-participation" in the end
of the first paragraph.  Otherwise, it's not clear that we are talking
about "non-participation" by participants, and not "non-participation" by
non-participants.

I'll try to think of a word, but I don't have one now.
