[WP1] Updated Memo on Request on Sole Designator

+ 1  Brett's suggestion to model the decision-making based upon 
participation and varying thresholds (if that even makes sense), and/but

+ 1 Jordan's concern that 4 participating SO/ACs maybe to few for the 
current model
