[WP1] Budget

Tijani - I appreciate your recommendation, the process Xavier setup with
the community indeed minimises the risk drastically to face one day
complicated budget rejection procedures. Such a process will help us all to
identify possible challenges ahead of time and will hopefully always allow
us to identify a way on how to deal with these challenges.
