[WP1] SubGroup on Decision Process - call for volunteers.

Hi,

Sometimes I think nearly everyone is  volunteering for this last of the
big hard issues. 
Perhaps the work should be done on this list.

I had not volunteered at first because i thought it was going to be a
small team.  Now that it is expanding as it is, I fear I am going to
miss the most important discussion in the approach to consensus.

I guess if it stays a sub-WP1 effort, I ask my name be added as well.
