[WP1] Working paper on Decision-making

Thank you very much for your effort in providing this useful working doc.
 My very first reaction is the following.
Since the entire community mechanism/empowerment us now based on CONSENSUS the we need to modify the language of the last column " X  Agreement and no more than Y objection " by the following
" X Consensus Agreement /Advice into   favour with  No more than Y one objection or consensus advice agains
X and Y stems from the threshold weighting percentage factor( 3 or 4 in favour and 1 or 2 against )  
This amendment was suggested THREE times but was not reflected
