<div class="">The Annual Budget is a financial costing of the Annual Operating Plan. &nbsp; &nbsp;Both go together: &nbsp;they contain community, projects, activities and expenses. &nbsp;<b class=""> By freezing the Budget you are directly hurting the community. &nbsp; You are freezing

 all the community projects and expenses for the new fiscal year.</b>&nbsp; <b class="">

And as you know many of these community projects and activities take place in the first quarter of the Fiscal Year. &nbsp; What a mess we will have on our hand. &nbsp;&nbsp;</b>

<div class="">The Board does not develop the Budget. &nbsp; &nbsp;The Budget is developed by staff and the community. &nbsp; The Board undertakes an oversight role, &nbsp;and before approving the Annual Operating Plan and the Budget the Board makes sure that the process has been

 followed, that the community has been involved and that the community comments have been taken into account. &nbsp; It does not make sense to veto the Budget and say that a caretaker Budget of last year should be adopted. &nbsp; Because last year’s Budget belongs to

 last year’s Operating Plan. &nbsp; Are you saying that we should also veto this year’s Operating Plan and use last year Operating Plan and redo all last year’s projects. &nbsp; Or are you saying lets use this year’s Operating Plan with an unmatched Budget from last

 year? &nbsp;Neither makes sense. &nbsp; &nbsp; &nbsp;

<div class="">The best way to empower the community is to enshrine in the Bylaws a community input process and a consultation process into the &nbsp;development of the Annual Operating Plan and Budget, as well as the power to Veto any deviation from the approved

 Operating Plan and Budget that are inconsistent with the Strategic Plan and the Mission. &nbsp;Remember that the community will have the power to remove individual Directors or recall the entire Board. This is the ultimate power compared to just freezing a number</div>

 Quite the contrary, I agree that’s where we should put the majority of our efforts. That said, the community has asked for veto power over the budget JUST IN CASE those other efforts fail. The better they are, the less likely a veto would be deemed necessary

 but given our desire to<span class="Apple-converted-space">&nbsp;</span><i class="">empower</i><span class="Apple-converted-space">&nbsp;</span>the community as a part of this effort, even the most wonderful consultation process we could design would not eliminate the

 desire on the part of the community to have veto power, just make them less inclined to use it. I hope that’s more clear.<o:p class=""></o:p></span></div>
