[Wp4] Discrete issue: Which bylaws formulation

As Eberhard has pointed out, in the CCWG Charter the terms used for levels
of consensus are "full consensus" and "consensus" (as in GNSO practice, for
instance). In some other contexts (but not this one) these levels would
instead be called "consensus" and "rough consensus."
