Dear Dalila

Thank you for your reply, it is very enlightning and goes to the heart
of something many folks who live in underserved regions experience.

There is no automatic process for ensuring regional balance which can
be free of flaws. Indeed something like a committee or an office of
diversity would be much more suited to ascertain whether there really
are checks and balances to have an equitable distribution of
participation between rural and urban areas, rich and poor countries
etc.

That being said, I think also we've uncovered another fundamental
difference between IOD and Ombusman:  IOD can take a proactive role
towards diversity, while Ombudsman takes a reactive role.

This is all important to consider on our further discussions. I'd
suppport the establishment of an IOD in ICANN.
