Indeed. In fact I think we are wasting our time if we don't do that.

But I find it amusing and curious that the CCWG would include a term in 
a proposed by-law and only AFTER transition, seek to understand its true 
construction.

What if the correct interpretiation completely defeats any obligation 
upon ICANN to respect human rights?
