[Ws2-ombudsman] ATRT2 Ombudsman excerpts

Thanks so much for this Avri. So
much that seems to have been deferred.

A quick question:

Was 9.3.b an attempt to allow employees to go to the Ombudsman about a wife variety of issues (which my understanding is that they are not currently allowed to do) or was it designed to be a lot more restrictive. I'm trying to sort what the intent of that section was. Anything you could add would be appreciated.

Employee access to the Ombudsman is something I'm inclined to support but I recognize needs to be done in a very delicate way in conjunction with the hotline and other input-output mechanisms available to staff.
