[Ws2-staff_acct] 4 Member Panel?

Dear Friends

Greetings. The discussion we had about the 4 member Panel is still going 
round my head and I have come to the conclusion that what we are looking 
for is more an Ethics Committee then a Panel as scripted until now. An 
ICANN Ethics Committee would also be helpful in other areas like the 
Ombudsman and could serve as a lightweight solution that can be used to 
solve problems very early on.

Just a thought for what's it worth.
