With the new RoP, only the RALO Chair may have a directed vote by his/her
RALO?s members, but not the ALAC members of the region. Last time, it was
possible for all voters to have their votes directed by their respective
RALO members.

Dear Tijani, All, 

 

There is an interesting gap here, one that made some mischief in our LACRALO
region during the last Seat 15 Board Member elections. This may be the cause
of confusion on Jose and other RALO members.

 

While the election is for ALAC to vote on the Board Member, it is the RALOs
that must direct their elected ALAC representatives and leaders who they
would wish to be elected. As with all other ALAC votes it is anticipated
that there will be proper engagement with the RALO membership by each
elected ALAC or leadership member to ensure that their vote coincides with
the wishes and represents all the interests of the RALO.

Thanks Tijiani for the clarification.

But I still think that we should have 3 different  EoI, because if knowlege
of at-large community is a general requirement to be a Board Member I can
not imagine that all the current menmber of the borad have that backgraund,
and for my point of view they do not have to have it. It is crazy to think
that, so the actual documment for the 3 categories should be review.

Maybe Olivier can add something that we are missing.

Sorry for the late reply. In fact, the EoI is the duty of the BCEC, and this
reply is a personal opinion.



You know, the requirements that you mentioned was in 3 categories:

·        The requirements for the board members in the ICANN bylaws

·        The requirements for a board member used by the NomCom

·        And additional At-Large requirements



I think that what appeared as a contradiction for you is the result of the
combination of the 3 categories.

It?s true that a board member is supposed to serve for the benefit of ICANN
as a whole, and not as a representative of a certain stakeholder, but you
don?t imagine ALAC appointing someone who doesn?t know anything of the end
users? concerns and interests. I think that it?s normal that the candidate
should be well aware of the At-Large affairs. While selected, this Board
member will act as an individual for the benefit of ICANN, but with his/her
background and his knowledge of the At-Large community.

I read the document and have some questions:




1) Regarding the first paragraph: ??member must be able to reflect the

users' point of view and interests in the debate and decision making
undertaken within the ICANN framework?.

The last two times LACRALO talked about this issue, and the last was in
Buenos Aires meeting, with Fatima´s question to Sébastien Bachollet, the
answer was the same: Once the candidate is elect, is a Board member without
identifying a group, and does not have to explain to the community that vote
for him/her, but the entire community at large.

Even more the text included mentioned the requirement of background in
Internet users' interests. Should this be a specific requirement? Or Should
be only global requirements? And it seems there is a contradiction with the

part: What does an ICANN Board Director do? ? Serve as individuals who have

the duty to act in what they reasonably believe are the best interests of
ICANN and not as representatives of the entity that selected them, their
employers or any other organizations or constituencies;?

If this is my confusion, requested the appropriate apologies.



2) I know it is controversial subject, but the third paragraph defined what
is ?At-large?, and I want to know if there is consensus about this.
