Dev,
un plan contiene objetivos y metas, qué, quién, cuándo, dónde y con qué
recursos. Una estrategia contiene eso mismo aunque con menos detalle, y a
cambio, con políticas y criterios para la toma de decisiones. Es posible
que el documento de mayo sea una base tan insuficiente para elaborar una
estrategia y derivar de ella planes, así fueran éstos cuando menos
tentativos o preliminares e integrados por componentes de naturaleza
genérica y ajustable, que no haya atraído la colaboración de terceros.
Además de la buena propuesta de Humberto para hacer las cosas de una manera
que integre a la comunidad en el mediano plazo, necesitamos en lo inmediato
presentar cuando menos un esquema que permita derivar un presupuesto, para
la aprobación de la Vicepresidencia que nos toca. La experiencia de Alberto
y su interés deben servirnos para integrar con él y unos dos miembros más
de LACRALO una "Task Force" que elabore un documento en 48-72 horas para al
menos iniciar los trabajos con la Vicepresidencia. Por otra parte y si esto
ocurre, pudiera resultar que no fuera inconcebible una extensión de plazo
que estuviera al alcance de la Presidencia y Secretaría negociar, tanto más
cuanto que estarían contando con el apoyo de miembros activos y con un
propósito concreto y enfocado.
