I second Carlton statement, London being my first experience with
ICANN and At-Large and LACRALO from the moment I met Lance at the
station to our time working on the ATLAS II statement, I admittedly
retired at 9pm way earlier than my fellows Lance, Carlton and Dev.
Regardless of how busy or how tired he was Lance stuck to the task at
hand and still made time to not to neglect any of the other sessions
that needed his attention. As a representative I have no doubt that he
will be of great value to the overall in terms of determination,
vitality and versatility to ALAC, as such he is an excellent choice.

As members will know, I heartily endorsed Lance's candidacy as
LACRALO representative to ALAC. It is not just because he's my
friend but from a record of concern with the things that concern
us regionally and his record of contribution to the group.
Last night's call resurrected a discomfort I've always had with
the approach in LACRALO to discourage participation because of
some perceived lack of political purity.
I have always and will always vehemently reject those views.
If we had such a measure of purity consistently applied - and
somewhat hypocritically - since 2006, the record will identify and
show several members who have served the ALAC thru LACRALO that
would have been disqualified. I encourage all who seek truth to
read the EOIs/SOIs with care.
If the measure is effective participation, again I will challenge
anyone to put up their record against Lance. Lance was in the
party that worked long hours drafting the first Rules & Procedures
at San Juan. And in the early days when we were in development and
without a lot of form, was a consistent voice on LACRALO calls.
I was one of those worker bees who showed up for work at ATLAS II
and retired from the field at 2a.m., off to bed and leaving Lance
at the job of finalizing the ATLAS II declaration. The only
reason this fact remains largely unknown is because there was, as
usual, very few of us taking the hit where it counted, at work on
behalf of the At-Large and LACRALO.
I am absolutely sure neither of these two points may be
successfully contradicted. Lance retains my confidence as an
excellent choice for the ALAC.

This is a follow up to the brief EOI I submitted to the
LACRALO list upon nomination as the LACRALO representative to
the ALAC.
I am the Chairman of Devnet in Georgetown Guyana. DevNet is a
founding member of LACRALO and one of the authors of its Rules
of Procedure finalized in Puerto Rico in 2007.
Devnet is an ICT Non- Governmental Organisition that
specializes in the penetration of ICT in rural, hinterland and
economically challenged areas. Since our formation in 1999,
under we have developed a series of initiatives to facilitate
the building of community hubs so as to facilitate access for
the disadvantage members of our society. We continue to find
funding for community based IT programmes for remote education
and access to relevant educational content.
I was part of the Prime Ministerial sub-committee on the
management of the .gy domain to Guyana where I articulated on
behalf of civil society the policy regarding the management,
usage and protection of the non-commercial domains.
I am a civil society member of the CARICOM ICT Steering
Committee (CISC), whose primary function is to develop policy
and action plans for the implementation of regional
initiatives to help regional governments and related
stakeholders effectively use information technology to improve
the general well being and productive capacity of its citizens.
As Chair of DevNet, I was one of the authors of the ICT
Component of the National Development Society of Guyana. I am
also part of the multistakeholder group that will update the
national development and implementation part.

coming out of the ATLAS II declaration.

My specific inputs were in Thematic Group II - The
Globalisation of ICANN https://community.icann.org/x/wYPhAg. A
group of us worked until 5 o’clock in the morning to produce a
document for submission. Many of members of the attending ALSs
were asleep long before then.
As a founder member of LACRALO I continue to encourage my
colleagues to form new ALSs so as to increase our participation.
My interest in serving also stems from the fact is that I
believe I have a deep understanding of the needs of the
region, in particular the Caribbean. I understand that
critical it is that we play an active role in the management
of the internet space. The challenges faced in the region are
tremendous and one of the gateways to socioeconomic
improvement will be via our front end and back end usage. To
many us now ICANN is rarefied air. I will serve therefore to
ensure that in some way I can make it more accessible and
understandable to all. That is role of the At-Large. That is
the role of LACRALO.
