Re: [lac-discuss-en] CALL FOR EXPRESSIONS OF INTEREST for the Board Director Selected by At-Large now open through 26 December 2013

Dear José,

I have been reading this thread with much interest.

Regarding how a Board member has to act on the Board, it is true that a
Board member needs to act in the best interests of ICANN when on the
Board and is not there to relay the point of view of the community
having appointed them.

That said, a Board member selected by At-Large will hopefully have the
same values as the At-Large Community. It is by reasoning using these
same values, that the Board member will reflect the views which are held
in our community. So there is no direct link between what the community
decides and what the Board member selected by the community decides -
only a cultural understanding of the community which lets the Board
member make up their mind as to what is better for the Public Interest.

I realise this is a hard subject, one which every Board member needs to
think about.

Do the categories for review need to be very precise and therefore
include the requirement of the Board member knowing their community? I
think that we need to trust the Board Candidate Evaluation Committee to
make up its own mind. I also think that we need to trust the Electorate
too. Let people make up their own mind and not be too prescriptive.

That's just my own point of view.

Kind regards,

Olivier
