Como parte de esto grupo de trabajo les pido que miren los puntos levantados
iniciales para la escoja de la organizaciÃn que deberà ser contractada como
expert. Yo personalmente he hecho algunos comentarios que estÃn en la wiki
acerca de:
1. el punto de diversidad que para mi es necesario que los expertos
contrastados tengan vivencia en diversos paÃses no solo clientes en estos
paÃses y
2. La experiencia en ICANN. A mi lo relevante es que tipo de experiencia en
ICANN â participar en el mercado no es necesariamente lo recomendado, tampoco
experiencia en la comunidad de propiedad intelectualâ para mi debÃa tener
experiencia como participante en la comunidad de preferencia como simples
atendente para una vision mÃs amplia de todo el complejo de ICANN
Si tienen puntos que les parezcan relevantes, agradezco sus comentarios, en
nuestra lista o en la WIKI.

ICANN Bylaws require independent reviews of its organisationsal effectiveness
to reinforce its various accountability mechanisms to the community. The first
review of the At-Large Advisory Committee
(ALAC)<https://community.icann.org/x/NxAnAw> was held from 2008 to 2012. The
focus of that review was on ALAC itself because the Regional At-Large
Organisations (RALOs) and their At-Large Structures (ALSs) were newly
established and it would have been inappropriate to review them at that time.
The current At-Large Review<https://community.icann.org/x/Y5MQAw> is underway.
The focus of this Review is to examine organizational effectiveness of the
At-Large community, with the focus on the five RALOs and the nearly 200 ALSs.
This review is scheduled to begin approximately in April 2016 and be carried
out by an Independent Examiner. Involvement of the At-Large community as well
as input and participation from the broader community are important components
of this review process.
As discussed in ALAC Meetings, the Organizational Effectiveness Committee of
the
Board<https://www.icann.org/resources/pages/organizational-effectiveness-committee-2014-03-21-en>
has requested that an At-Large Review Working
Party<https://community.icann.org/x/aZMQAw> be assembled to function as a
liaison between the ALAC/At-Large community, the Independent Examiner and the
Organizational Effectiveness Committee of the Board to provide input on review
criteria and the At-Large assessment, coordinate interviews and objectively
supply clarification and responses to the preliminary findings and
recommendations. Once a final report is issued and the Board takes action on
it, as appropriate, the At-Large Working Party is expected to coordinate with
the At-Large community to prepare an Implementation Plan and champion
implementation of improvement activities.
The draft charter of the At-Large Review Working Party was reviewed in its
teleconference on November 23, 2015<https://community.icann.org/x/kcJYAw>. The
draft charter is now open for comments from RALO members. You may download and
