As At-Large participants are likely aware Internet Governance is going
through somewhat of an existential crisis, following the WCIT in Dubai last
year, compounded by circumstances that are now universally referred to as
"recent events", leading up to the Montevideo

and the announcement of a summit to be held in Brazil next year. Much
discussion has taken place over the last two weeks at the IGF in Bali, and

Internet. This e-conference promises to markedly further that discussion.
