en el GNSO council tuvimos una MUY MALA experiencia con unos expertos externos 
(Westland) que fueron âgenerosamente" contratados para hacer un estudio cuyo  
resultado ha sido de muy baja aceptaciÃn. Tenemos que evitar a toda costa que 
sea una decisiÃn exclusiva del Staff y comentarios como los tuyos DEBEN 
REFLEJARSE EXPLICITAMENTE EN LOS TERMINOS DE REFERENCIA (Charter & RFP).
