considero que el ALAC Review debe ser realizado pronto y con preguntas
sumamente incisivas acerca de la efectividad de ALAC y las distinas RALOs,
acerca de la transparencia y rendiciÃn de cuentas de las organizaciones
miembros, la eficaz representaciÃn de los usuarios de Internet, y acerca de
sus contribuciones sustantivas al desarrollo de las polÃticas de ICANN.

Esto es especialmente importante en LACRALO ya que no hemos podido avanzar
con las mÃtricas para estos fines y por ello tampoco hemos avanzado en la
conceptualizaciÃn de los tÃrminos referidos.

El reordenamiento de los reviews en su conjunto es un tema mayor que
debemos tratar por separado. Nuestra posiciÃn es que los reviews deben ser
mÃs concisos y efectivos, y que se requiere alargar los ciclos y aumentar
la coordinaciÃn de los distintos tipos de reviews. Una revisiÃn de los
beneficios, costos y consecuencias inesperadas de los reviews es
imprescindible y urgente.
