[CCWG-ACCT] GAO meeting request

We don't need no observers.

It's not a matter of trust, it's a matter of diligence.  In other
words, I am not so much concerned that I (or we, the
CCWG-Accountability Plenum) know what was said but, that the GAO
knows what was said.
