Dear Colleagues,

Thank you for sharing these inputs and kicking off this discussion. This 
is a bit like a "chicken and egg" issue because, of course we need to be 
quite specific on the issues we intend to address, but as long as we 
don't have our WS1 proposals fully reviewed by legal advisors (and I'm 
aware of the questions that were raised by Pedro to the legal group) it 
is difficult to be specific.

I will take note of both comments in the draft, and will flag as a 
discussion point for the CCWG to consider.
