Dear Co-Chairs,

More semantics, to avoid calling the root what it is.

What's the difference between the root and (cc)TLDs? Nothing much.

What's the difference between the management thereof, nothing much.

ICANN is however not rooted in the public sector. It is a
multi-stakeholder organization...
