[CCWG-ACCT] .Africa IRP updates

Dear Greg and all,
I agree the implications are worth considering in developing/improving
review mechanisms and stress testing them.
One issue that worries us is the potential negative repercussions of
overruling the bylaws that are relied upon and expected to be upheld and
enforced.
