As commented in our call today, I am forwarding the discussion starter paper on HR prepared by Nigel Roberts. You will se that this is a paper to kick start our discussion on this very important issue but keeping in mind the need to begin with a high level statement as part of our WS1 work and aiming to further develop on the issue as part our WS2 work.
