[CCWG-ACCT] Updated WP1 Working Doc: Scope, Powers and Mechanisms

Yesterday, Nick de Tomasso, told the GNSO Council that the Working Group on Meetings had abandoned the idea of rotating the meetings between "permanent" hub locations, which should have saved a lot of money.
