An ICDR emergency arbitrator declaration regarding the ICANN v GCC case has
been published here:

The declaration may have implications for efficacy of ICANN community
decision making, given that it seems to suggest an IRP is valid even absent
CEP for over a year from the date of an apparent Board action based on even
slight interaction between ICANN staff and a complainant during the interim.
