Why would one exempt governments? They are Significantly Interested
Parties by definition...

...but not more.

And does being "a member of ICANN" gives you a "reach" into other
constituencies?

I.e. gNSO into ccNSO, ALAC into GAC, the cleaner into SSAC and the like?
