[CCWG-ACCT] WP3 - Call for Volunteers

I find it strange that Kavouss requirement would not be the case normally.
Will be good to know if there are known instances where this is not the
case otherwise I'd say this is out of line and could be termed an
allegation on the Co-Chairs
