Traveling expenses are scheduled to be slowly be reduced when it comes to interpreters with the creation of hubs, located in geographical area where there is the most concentration of such interpreters. Of course, this might impact quality and violate UN recommendations for Interpretation and other best practices, but 17$ million is a ridiculous amount. 
I guess one way of imposing ICANN on the international scene is by surrounding it with an aura of prestige - high salaries being a component thereof. But it seems to be a double-edged sword. By doing so, ICANN positions itself with the mighty of this world - the nemesis of the UN - 'on equal footing', and might generate strong resentment by those who feel left out from this new world of e-businesses and tech people. Solidarity with the world, especially in these time of crisis, could be welcomed and boost ICANN's image.    Nathalie
