[CCWG-ACCT] Agenda for Paris

Phil

I know this was 15 years ago, but ICANN's role in redelegating a certain 
ccTLD without legal authority was exactly the same behaviour.

So how can we draft accountability mechanisms in 3 motnhs when we've 
failed for 15 years to do so.
