The point I was making, perhaps far too subtly, is that we don't need to 
spend much time on the academic niceties I set out in 1-6. It would, 
perhaps, be worth knowing (and certainly interesting to know) if there 
ARE currently any obligations on ICANN due to the contract, but if there 
are, I can't see them.

And ICANN do not appear ever to have paid any mind at all, in the past.


But, exactly as you said, 7 is sufficient.
