Just to get this on the record:  there is no formal proposal, correct.  
However, there are many proposals and issues that are as yet unresolved 
which will price an otherwise unregulated service out of the 
marketplace.  There is indeed a minority report that recommends 
restricting P/P services to those who do not/will not use a domain for 
financial transactions.  That is an impressive restriction on the 
ability to use privacy proxy services.
