[CCWG-ACCT] update - CCWG working session 2

Hi everyone,

The co-chairs have suggested we extend Wednesday afternoon's working
session.  The session is currently scheduled to end at 17:00, but we can
continue to 18:30 in the same room (Libertador AB).

The chair's feel we have a lot of work to do, particularly seeking
understanding and agreement of the SO/AC empowered model.
