[CCWG-ACCT] Work Stream 1 and Work Stream 2: Comments based on impressions from Meeting Notes.

Hi,

I think WS1 has been about minimal accountability issues that must be
addressed prior to transition and that will ensure continuity of WS2 after
transition.
