Ron and Jeff:

Can you please not have this conversation on the CCWG-Accountability email
list?  This is not relevant to the work of the group.  I'm sure everyone
will appreciate your consideration.  Thank you.

Chris, Co-Chairs:

While I have addressed both Mr. Baione and Mr. Dunn, it appears that Jeff
Dunn is replying to Ron Baione directly,while it appears that Mr. Baione is
either adding the CCWG-Accountability email list to his replies or
reposting his replies to the CCWG-Accountability list.  There have been 9
emails from Mr. Baione to the CCWG-Accountability list in the last hour or
so regarding a technical matter relating to "ICANN Learn."  I would suggest
that this amounts to spamming the CCWG-Accountability email list.

In the time that I have been writing this email, I see that Leon Sanchez
gave a first and private warning to Mr. Baione.  This was revealed to the
list because Mr. Baione chose to make that warning public by reposting it
to the list *not once, but twice*, along with a contentious reply rejecting
that warning.

The Charter states that "The co-chairs are empowered to restrict the
participation of someone who seriously disrupts the working group.
Generally, the participant should first be warned privately, and then
warned publicly before such a restriction is put into place; in extreme
circumstances, this requirement may be bypassed. This restriction is
subject to the right of appeal as outlined above.".Given the response, I
suggest that Mr. Baione's reposting constitutes such a "public warning" or
that, given the nature of Mr. Baione's reply (as well as the behavior
outlined above), this constitutes "extreme circumstances" such that a
second public warning (which would clearly be futile) should be bypassed.
In either event, the sooner we can move away from Mr. Baione and back to
the work of the CCWG, the better.
