Dear Mathieu
I was part of an expert team when similar course of actions were done in a UN agency between 1990-1992.
I therefore well know that unless an appropriate is taken there would be no legally valid transformation  of  written idea into legal text.
There seems to be no agreed approach by CCWG on how this transformation to  be carried forward.
Few people representing specific category of ICANN constituencies with specific interest  have drafted the bylaws which should be applied fir ALL
