[CCWG-ACCT] Judgement-free DNS

Dear All,
The term"Technical" used by US Goverment i " Policically Technical" to
Indicate that ITU should not get into this type of business.
This was extensively discussed at Various Plenipotentiary Conference of ITU
since at least 2002.and take it awy for any detailed involvement of the ITU
in the matter
