[CCWG-ACCT] where are the 3rd Draft Report's Appendices, where the Members' Dissenting Opinions used to live?

They were placed right after the annexes, don't know where else they could
be placed to make it not far.

On another note, I like to commend staff for the great job in documenting
stuff in a presentable/readable manner as much as possible. Looking at all
the content also indicate how much effort has gone into all these. Let's
make it all count by completing this last bit of the transition requirement.
