[CCWG-ACCT] "Christmas trees" and "Consumer Trust" in Article 1 of the Bylaws

The reference to Consumer Trust is in the AoC and 
despite Becky's reading of section 3 as referring 
only to the new gTLD expansion, parts a, b and c 
of section 3 have no relation to the expansion. 
They are a general summary of commitments.

The mission of Contractual Compliance is "To 
preserve the security, stability and resiliency 
of the Domain Name System and to promote consumer 
trust." The first clause refers to the AoC 3.b 
and the second to 3.c - the latter being the section in question.

If everyone feels that consumer trust has no 
place here, then it would seem that someone would 
be able to initiate an IRP saying that the CC 
Mission is in violation of the ICANN Bylaws.
